init.d program shortcut?

I seem to remember some command since like 6.2 that will 
start/stop/reload a service, similar to
/etc/rc.d/init.d/httpd restart
but like
service httpd restart

what is this command?

Also, was lynx recently removed from standard install? Has it been 
replaced with another simple http download/viewer? Or do I just need to 
install it (no problem)?
