I have 3 servers with RH 7.0 and is very important for me they have the

Install ntp (or xntp -- I forget which it is for 7.0) on all three machines.
xntp. ntp is the actual protocol, xntp is the family of programs.
Synchronize one machine to one or more outside NTP servers, and synchronize
the other two machines to that one. You *could* sync all three to the
outside server, but that's considered unfriendly, since it increases the
load on the outside server.
Yes, choose one machine to be your "tier 3" server and have it sync to
the outside world (via ntpdate and xntpd). Then have the other two
sync to your "tier 3" server.
