Email Slowness

Actually, the slowness is only on initial connection to the pop3 server. I
have a server with 2 nics: eth0=10.0.0.254, eth1=172.100.0.1. eth0 users
connect to pickup email very slowly, eth1 users are quite quick. However,
once the connection is made by eth0 users, everything flies. eth0 users are
in the same network as the DSL gateway 10.0.0.1, so packet forwarding is
enabled so 172.100.0.N network folks have access to the internet, too.
What can I check to find out if pop3 links from 10.0.0.N PCs is being
hampered by packet forwarding or other network issues?
If I telnet 10.0.0.254 110 it takes more than a few seconds (10 to 20)
before the pop3 server responds, but it finally does.
