I too was unable to get java icq going on linux. I am currently using GnomeICU (yes that is a U) and am quite satisfied with it. You might need to adjust the firewall that is installed automatically (at least with RH7.2) - I find 'Lokkit' quite handy for this (there is an rpm somewhere)...

If you get the java icq going please post the fix.
