You don't want the folders, you want the ISO images on the hard disk.
The RH installer will mount the ISO image(s) via a loopback device so
they look like CDROMs to the installer. So, dump the contents of
the c:\w98\Redhat\base directory and download the ".iso" files to
it and try again.
