I've been wondering if there is a good way to upgrade Mozilla
without downloading the whole package each time. But last time I
tried to install RedCarpet and Ximian I got totally frustrated.
What a pile of uselss non-functional garbage. But that was a long
time ago. Is there a a way to incrementally update Mozilla from
both Linux Redhat and Windows 2000?

Can't help you with Winblows, but for Linux, I have a subscription with
http://www.tummy.com/
for their KRUD (Kevin's RedHat Uber Distribution) which is a monthly updating of the current RedHat distribution plus a several extras. It's the only practical way to keep my five Linux boxes (three of which are exposed to the Internet) updated. To the point, I've had no problems with Mozilla updates. Can't say about RedCarpet (don't know of it) or Ximian (I use the AfterStep window manager). I do know that KRUD lags slightly behind the latest updates to assure that they are stable.
