Hey,

telnet and ftp daemons are turned off by default.
Here is what you should do, as root.
# cd /etc/xinetd.d
edit the lines that say disable = yes to disable = no
in the telnet and wu-ftpd files
 
then

# /etc/init.d/xinetd restart

then read up current security exploits with telnet
and wu-ftpd. then disable telnet again, and use ssh
for remote login. then get your wu-ftpd updated
