If I understand this, you can't access the system either via FTP or telnet. Is this correct?

If so, please run the program "ntsysv" on the system.  Scroll
through the list shown using the up and down arrow keys until you
see something that looks like

[ ] telnet

Press the spacebar to put an "*" inside the "[ ]" so it looks like:

[*] telnet

Do the same to the "wu-ftpd" item.  When both of those have an
"*" inside the "[ ]" box, press the TAB key until the "OK" box
lights up, then press the ENTER key.  That should start up both
the telnet and wu-ftp daemons.

I might suggest that you install and use SSH instead of telnet.
Telnet is a gigantic security hole.
