kppp error 16

I have a laptop installation RH7.3 KDE3.0.3.
When I try to dial a connection using kppp it fails with error 16, which
according to the man page is " The link was terminated by the modem hanging
up". I agree that the modem hanging up would cause the link to terminate.
Problem is that I have the same setup on a desktop machine, which works fine.
The modem in the laptop is a PCMCIA, 56kflex compatible one.
ATI says FM560 Ver 3.01 V.90 (VER 1.14 TBR21 V.2) ERROR
It worked under a previous installation of RH 7.2, but I didn't set that up
and the person who did is unavailable.

There is a ethernet connection, which works fine. Can these exist together?
Is this a laptop/pcmcia problem, or a pppd / kppp problem? Or something else,
All suggestions gratefully received.
