loaded?

Did you load the floppy-tape driver (ftape.o)?  If so, have you
tried "mt -f /dev/nqft0 rewind" (see "man mt" for details).

If you have access to the kernel source tree, look at
/usr/src/linux/Documentation/ftape.txt
