Well, yes, there is. The default FTP server uses /etc/ftpaccess
to control who can log in, who gets chrooted and that sort of thing.
When you say "moved it", what do you mean? ftpaccess shouldn't
cause a connection refusal. However, if you changed the IP address
and are using iptables or tcpwrappers, then lots of stuff may
affect it.
It could also be something as simple as the xinetd daemon not spawning
ftp when asked. Did you check the "/etc/xinetd.d/wu-ftpd" file to see
if it has either "disable = no" or "enable = yes" in it? You can access
that via "ntsysv" also.
