Kpackage and RH8

I dabble in linux (mainly a windoze user)  I have a machine that had RH7.2.
I put in a new drive and setup RH8.  Now I can not seem to find kpackage.  I
installed the kdeadmin rpm but a file find still shows no kpackage.  Because
of my relative inexperience I like a graphical install manager and it seems
the package manager that I see now only shows files for the core RH stuff not
third party apps.  Any help welcome.
