connection refused

I have been having my share of hassles with samba, i
now run into connection refused when i try to check
the client.  I do smbclient -L hostname and it starts
the interface then it gives me error connecting to 
165.105.241.5:139 (connection refused).  I did not
have this problem earlier, do i need to do anything on
the windows side ?
