Probably a few ways of doing this, but this is probably an
option.  The man pages for "rpm" show a "--excludedocs" options.
According to the man page, "--includedocs" is the default.
maybe the old sysop was trying to save space with "--excludedocs".

You are running RedHat 7.3 so you are a few versions behind.
Why not search around for the newest version of the packages that
that you are missing the man pages for and upgrade the packages
one by one?  Upgrading seldom causes problems, but if you have
a test box that would be nice.
Might want to also specify "--includedocs" in case the rpm
database has "--excludedocs" imbedded in there somewhere.
(At least test the first one to see.)
