Yes. He can't boot. You should boot on floppy and verify your lilo.conf. 
Did you try what Nigel told you yesterday, that lilo can boot from both 
disk? I tried to, removing option boot=/dev/hda from lilo.conf, reboot 
and .... got LI on a black screen ;-) So I think it's not possible that 
lilo can boot either on one or the other disk (yes, my boot partition is 
mirrored)

What I try but didn't test, was to run lilo twice: one with 
boot=/dev/hda second with boot=/dev/hdc I just got info that hdc is not 
first disk. So perhaps this will work. But as said *I didn't test it*
