I'm jumping in the thread a bit late so I may have missed some earlier
pertinent information.
Anyway, read comments interspersed below:

Opinion first: Personally, i would rather use the aliases file then the
.forward file. Just becuase that way you only have one place to look to
find where email is going. Just a good habit in my opinion.
Okay, now onto a few things:
you have to copy the .cf file or else compile the .mc file to create a .cf
file. Sendmail reads sendmail.cf, not sendmail.mc.
One thing you can do to find out what's going on is run this command on
each machine.
# /usr/lib/sendmail -bv root
That will tell you where it's sending it too so you don't have to muddle
through the log files. That will also tell you if it's being relayed or
not. And it's a lot easier than going through log files when doing your
initial diagnostic work.
Here are examples from where I work
<root magic>:~$ /usr/lib/sendmail -bv byaub
byaub... deliverable: mailer local, user byaub
<root magic>:~$ /usr/lib/sendmail -bv byaub cardcommerce com
byaub cardcommerce com deliverable: mailer esmtp, host cardcommerce.com.,
user byaub cardcommerce com
<root magic>:~$ /usr/lib/sendmail -bv root
rootuser cardcommerce com ... deliverable: mailer esmtp, host
cardcommerce.com., user rootuser cardcommerce com
<root magic>:~$ /usr/lib/sendmail -bv root cardcommerce com
rootuser cardcommerce com deliverable: mailer esmtp, host
cardcommerce.com., user rootuser cardcommerce com
<root magic>:~$ /usr/lib/sendmail -bv root localhost
rootuser cardcommerce com ... deliverable: mailer esmtp, host
cardcommerce.com., user rootuser cardcommerce com
That should be able to help you diagnose your problem a bit more.
What are the purposes of the two machines "swift" and "james"? Are both
desktpos ? is one your mail server or mail relay? etc? And just because
I'm a slowpoke and jumped in late, I just want to make sure that when a user
sends email to root swift and root james you want the email forwarded to
swift root ohckings net ?
Thanks!
Good luck!
Ben
