There's apparently a problem with the BIOS' handling of your high RAM.
When you ran memtest86, did it test all of the RAM or only the first
384M? You might also check the Dell website and see if there's a BIOS
update for that system.

What error do you get without the mem=384M option? If it is a signal 11
then you might have some bad ram above 384M. In this case try running
memtest86 from www.memtest86.com.
There are a collection of installation issues that may help at
http://www.rhil.net/docs/rhil-guide.html and there are some references
somewhere specifically on installing RedHat on a laptop (I don't have
one so I don't know the reference, a google search should reveal it).
