Are you trying to do this as root or as a mere mortal? For the latter
you need to make use of the "-a" option to shutdown, and build an
/etc/shutdown.allow file. See
http://www.redhat.com/docs/manuals/linux/RHL-8.0-Manual/custom-guide/ch-console-access.html
about "Disabling C-A-Del". It includes info on enabling it.
That also may work only on a text console, because X or your window
manager may be trapping C-A-Del. To get to a text console, you can
<Ctrl><Alt><Fn>, where "n" is 1-6. <Alt><F7> to get back to the X
display.
I think that also works from a text login prompt, in which case anyone
can do it.
