Cannot open /proc/bus/pci



Hello all
 
I am trying to configure the onboard ethernet interface using Redhat 8.0 (2.4.18-14) running on an K7SOM+ V5.2A motherboard with a Duron 1.3G processor.
 
The ethernet chipset is supposed to be a SiS900.  I am using the SiS 900/7016CI driver.  I get "Cannot activate network device eth0" when I try to bring up the interface.
 
The lspci -vv and lspci -xxx output is:
 
pcilib: Cannot open /proc/bus/pci
lspci: Cannot find any working access method.
 
Does this mean that I do not have PCI support in the kernel?  Any pointers on how to resolve this.
