USB Keyboard not recognized during boot

Hello,

[RED Hat 9.0] During boot, the USB Keyboard isn't recognized until AFTER the kernel in the GRUB
loader is chosen. I am unable to use the keyboard to, for instance, enter into a command-line mode
for the server. A serial keyboard works just fine in the same scenario. How can I ensure the
functionality of the USB keyboard at the appropriate time?
