Cannot change security level from HIGH

I have fought the issue of connecting XP computers to our new Redhat 8.0 server as installed by Dell. Finally I found that by stopping iptables the XP computers could see the files on the server.
The security level was set to HIGH and each time I go in to change it (as root) to low it reverts back to HIGH. I have tried this with iptables running and not running.
What am I missing? There are scads of messages over the internet on Google reporting the same problem but with no resolution.
