RH swap partition and slow system

Thanks for the replies so far. I am reposting the question with a heading. I
installed RH9 and it is VERY slow. Here is my interpretation of the system
resources output:

memory used: 176mb
memory avail: 179mb
swap used: 0 mb
swap available 282mb

The most memory intensive items are:

Sh  38mb
nautilus 13mb
python 10mb
gnome panel 9mb
gconf d 6mb
metacity 5mb

I am less concerned about what is "running" than as to why the swap
partition is not being used at all. Any ideas as to what I did wrong when I
installed and set up RH9?
