No, RH 9 does not install on a NTFS partition; it needs free space.  
So first you'll have to decide how many space you can give RH 9.

Clean up the NTFS partition, remove all excessive stuff and defrag it
using the XP refrag tool.

You can use a partitioning tool, like Partition Magic, to resize the
NTFS partition.  Leave the space you want to dedicate to RH 9
unformatted.

RH 9 will take care about formatting that unallocated space during the
installation process.
