Well, that's not really using grub without linux now
is it ;)
You could do a "minimal install" with redhat, or get
some other linux distro that really is minimal. I've
used slackware in the past for this, but you might
be able to find something even more minimal.
Some bioses also allow you to have a System and
User password, which might be a simpler approach for
you.
