It doesn't matter.  When you "rpm -i" the RPM file, its components
will be installed in the proper place.  After installation, you can
delete or move the RPM file anyplace you want.  It has served its
purpose.

Yes.  I might also mention that you can (and arguably should) download
it as your mere mortal self, but the installation must be by root.
