Where do I set my language settings

Hi list,
For Adobe to run, apparently the language needs to be
set to "C" since it does not understand unicode. When
I launch arcoread from the terminal this is easy to do
by typing LANG=C before starting Acrobat. Of course
this does not work if I just double click a PDF file.
My guess is that this can be fixed by setting the
languauge in some file. If so, which file? If not how
can I do this?
