You need you users to put their webpages into some subdirectoryof their
home directories. Traditionally it is the subdirectory 'public_html'.
That subdirectory in the user's home directory should be accessible to
the webserver (i.e. to the apache user). Usualle this means that the
home
directory has the permissions of 711 and the web page subdirectory has
the
permissions of 755 and contains world-readaple webpages.
Then uncomment the lines around the UserDir directive in the apache
configuration file, and restart Apache. If you will use the name of the
web subdirectories of the home directories which if different from
'public_html', specify that name in the UserDir Apache configuration
directive.
