Unless your ISP is giving you a static IP address, you'll
have to have your router get an IP from your ISP from their DHCP.
In all likelyhood, this is the case.

Now....you have 2 choices as far as how your machine talks to the router.

* Turn on the DHCP server of your router to hand out IP's to the
  machines on your network.

* Turn it off and hardwire in an IP for your machine.  (A few other options
  to this like let the router hand out a range of IP's then hardwire
  your machine in outside of that range.  But that's another issue.)

You probably should NOT hardwire in the IP address given to your
router, into your machine.  The real network gurus can probably tell
you why this would make a mess, but it would seem that you were
trying to give your machine AND router the same IP.  (In genral,
devices with the same IP on the same network REALLY screw things
up.)

If you are going to run any services, you should probably hardwire
in an IP for your machine.  Or even just to know where your machine IS
on the network, hardwire it in.
If you look at the router, you should have a WAN address (the address
given to you by your ISP), and a LAN.  The LAN is probably something 
like 192.168.0.1  Pick an IP like 192.168.0.100 for your machine.
You will also probably need to note the DNS servers and plug those into
the config also.

Give that a try.
