I don't think it's possible, and it's inadvisable anyway, because mere
mortals need to be able to read files like /etc/passwd, /etc/hosts,
/etc/profile, /var/spool/mail/, and many more.
Any files that should not be read by mere mortals, such as
/var/log/messages, /etc/sudoers, and /etc/shadow already have
permissions set to prevent that.
