help for second hard drive

i have linux on my primary master disk now, but before i used to have it on my primary slave disk
now i wanna get access from /hda1 to /hdb1 to get my data.
the problem its that when i look for it on /devices, the system shows nothing if im root, if im not root the system shows me a message "u dont have permission to watch /hdb1".
how can i do it?
