Assuming the linksys acts as a firewall, and all of the machines 'behind' it 
are on a private IP network (as defined in one of the RFCs), then the ports 
you have open on the linux server are pretty much irrelevant.  That said, 
putty does have a Forward X11 connections option.  Log in with putty, type 
in a program that runs in X, and assuming you have X running in XP, it'll 
appear there.

Dynamic DNS - zoneedit.com offer this service, as do other places.  ddclient 
has support for most linksys status pages to work out your external IP and 
feed it to a dynamic DNS server.  Then you just use the DNS name, not IP.

As for XP to Linux... ignore the OS.  SSH is a TCP/IP app/protocol that 
works over the net, from point to point.  Once you have the appropriate 
client software (and if needed the appropriate firewall rules), SSH will 
work.

Dedicated server :)  Be careful with your ISP TOS - many of them have 
clauses that state 'run a server, lose your service'.
