Noisy labtop

I have installed Redhat 9 on my labtop. I also have winXP installed.
 
When running Redhat the cooler is very noisy as if it just runs on full speed regardless of the
actual temperature. 

Any suggestions howto make Redhat running as quietly as Windows does?
