boot from FD fails after install

I am installing Enterprise WS 2.1 update 5 ...
Dell Dimension XPS (BIOS is current A03)
2nd IDE hard drive (Western Digital WD1200)
created a boot floppy at the end of  the install process
install seemed to go just fine
but ...

When I reboot from the newly created boot floppy,
I get the series of periods as vmlinuz is loaded,
and after about 2 inches of periods,
BOOT FAILED.

I installed 7.2 onto this same 2nd IDE drive ... no problems.

Help is much appreciated.
