Force expiring passwords using sshd

Title: Force expiring passwords using sshd

I have several RH7.2 systems running just fine using openssh.  My security guy just noticed that he has not been forced to change his password in over 90 days (as set in /etc/login.defs = PASS_MAX_DAYS   90)  I'm now assuming that sshd does not read this file.  Does anyone know how to set this?
