You can install without the mouse and fix it later.

I would recommend you not setup X until you get the mouse working.

On the console, gpm handles the mouse so you probably should start there
in your troubleshooting.

Are you sure its a serial mouse? What does the connector on the end of the
mouse's cable look like?
