Never mind, problem found.  It was an in house tool that is using
userdel, add, etc. that seems to be at fault.

Ok, we run userdel, and get this from time to time:

[root borg etc]# /usr/sbin/userdel jattest
userdel: unable to lock group file

We also get this for useradd, etc.

Nothing but a reboot in the past has cleared this up.  There are no lock
files that we can find.  This is on a NIS master running AS3.0, straight
from the box.  No patches.

This is a major problem for us.
