No. core depends on base. There may be some things in core that causes
more stuff from base to be installed than you truly need , but you would
need a careful analysis to figure out what you can do without. You're
much more likely to have a non-functional system if you futz with that
and don't know precisely what you're doing.
2. Could I simply install a set of rpms .. no groups .. all the rpms
in the core group say?
You probably could, but because core depends on base you're still
looking at a very difficult installation.
If you're talking about a truly tiny installation, I'd recommend you go
to something like tinylinux and stay away from any Red Hat or Fedora
distribution. They weren't intended for embedded installations.
