It may be that the metaphor 'patchwork quilt' misleads you.  See

Then go to Hallowe'en Memo I for surprise & consternation -- a 
confession from inside Redmond that the Open Source system 
is superior in speed of development & quality of product to 
programming according to the Microsoft Way.  The evidence cited?  
Why, Linux.

PS    I continue to read protestations that the memo is a hoax, that 
it was deliberately leaked by MS, that it was one man's opinion, 
that it aids MS's case in Federal court.   Fact:  Authenticity has 
been verified via MS's own web site; the memo was produced with the 
advice & consent of  2 members of the Executive Committee; its 
content  is damning.
