DNS and DHCP are stable, very configurable, and work well on Linux. But
like any OS, (including NT) bugs are found and fixed.  Luckily, bugs are
generally fixed much faster on Linux than NT.  The code for these apps on
Linux are probably more mature than on NT, just because Linux uses
basically the same code that runs on any other *NIX.

The basic rule is: If you don't have time to secure you box and keep it
secure, don't put it on the Internet.  This is true for Linux, NT, or any
OS.

The only truely secure server is one that is unpluged, incased in cement,
and dumped in the Marianis Trench.
