You can physically connect the DOS machine to the Linux host via
serial or parallel ports and then use something like kermit to emulate
a VT100.
I don't know of a way to connect across an ethernet connection without
TCPIP (although it doesn't need to be Windows TCPIP).
I don't think you can operate any system without an OS so you're stuck
with DOS or a better alternative like Linux (or FreeDOS?).
