The tcpd daemon checks incoming connections against the restrictions you
set in hosts.allow and hosts.deny. A descritpion of how it works is in the
Network Administrators Guide (NAG) at the LDP. I found it useful enough o
download and add to the docs in /usr/doc/LDP on my local system. The tcpd
stuff starts in node125.html.
Some more specific examples are in the man pages. Try
man 3 hosts_access
man 5 hosts_access
man tcpd
