/usr/lib/terminfo -9: operation not permitted

I have recently installed a new sound card.
I have a bunch of CD I am dying to play ,but I could not get aumix1.13
to install because it was missing the ncurses library.
Trying to use  rpm to upgrade to ncurses 4.1-12.i386.rpm  gave the
following error
/usr/lib/terminfo -9: operation not permitted

Anyone out there have a clue.
My patience is pretty much exhausted after installing a PNP (not
recognisable) sound card.

Version Redhat 5.0
