cvs question: cannot commit files as 'root'

sorry to clutter the list with semi-relevant question...
this is for cvs-studs out there.
command:
cvs -d PATH_TO_REPOSITORY ci filename
error:
cvs [commit aborted]: cannot commit files as 'root'
i've read almost everything about cvs i could get my hand on. nowhere
it is mentioned that root is not allowed to commit files. is this
the default behavior? if so, anybody knows why?
