Configure netscape from both accounts similarly?  (the configuration is in a
file ~/.netscape/preferences.js, but is normally set through the
Edit->Preferences dialog box.)

What is your connection to the Internet?  If you are using a ppp connection
(over a modem), you need something like IP masquerade: see the mini HOWTO.
It's easy to set up, and works well for me.

If you have an ethernet connection, how is your routing configured?
