Why was libg++-devel left out of RHL5.1 distribution

It turns out the missing String.h I posted about earlier was
because there is no 'libg++-devel' package included in RHL5.1...
although it was in 4.2 and 5.0.

I am wondering why this package was removed from the distribution...
