Defrag Program

Hello,
I have a small problem here. I installed linux on a computer and did not
create a swap partition. Now it appears I need one. For some reason, I
was under the impression that I did not need swap space with system RAM
at or above 16 megs. I have 32 in this system. Is this true??
If I need a swap partition, what is the best way (non-destructive) to
get it?
Here is what my drive looks like:
/dev/hdb1 <== (Win95) 50% of drive (1.6 gig)
/dev/hdb2 <== (Linux Native) 50% of drive (1.6 gig)
Here is what I want to have:
/dev/hdb1 <== (Win95) 50% of drive (1.6 gig)
/dev/hdb2 <== (Linux Native)
/dev/hdb3 <== (Linux Swap)
I thought about running FIPS to break the /dev/hdb2 partition into
/dev/hdb2 and /dev/hdb3, but I need to move all the data to the
beginning of the partition. How is this done with linux? Is there a
program equivalent to windozes' DEFRAG?
Is there any reason why FIPS would not work for this?
I am just full of questions today :)
