Have you run xf86config? Do you know that you're running an accelerated
server and not VGA? Did you uncomment the video ram line in
/etc/X11/XF86Config?

All that said, X Windows is generally slightly slower than MS Windows
for things like redraws and mouse movements. The two-second answer is
that X doesn't run as a trusted service in ring 0 like NT's video does.
