You've *BUILT* it?  On a distribution where there is a philosophy to avoid
tarballs and use RPM files?  (Apologies if you've built from .src.rpm)

Yep.  Download the qpopper-2.53-1-PAM.i386.rpm file from
contrib.redhat.com.
