Red Hat uses a wmconfig system that reads menu items from a global
directory (/etc/X11/wmconfig/) then the user's own directory
(~/.wmconfig/). These directries contains files which define each menu
item. They're pretty much self-explanatory.

The wmconfig utility reads these directories when the window manager
starts and rebuilds the menus in the format required by that window
manager. If you install your own window manager this function will not
work for it. The menu rewrite is run from within /etc/X11/Xclients, so if
you create your own ~/.Xclients, you should start by copying the system
Xclients to your home directory and editing as necessary.
