Usually you can only log in as root from the local console. This is done for
obvious security reasons. There _is_ a way to change this behaviour but I can't
remember which files you have to alter. Your best place to start is the manual
page login, getty and agetty as these are the programs which handle logins.
I think that /etc/securetty is the file you want. Need to have the tty that
the login is arriving on mentioned here.
